Face-to-face or distance training? Two different approaches to motivate SMEs to learn - an update
In the past, too many government-sponsored initiatives have presented learning resources that have been wasted because the target small business audience has failed to make use of them. This paper explores the issue of offering learning materials to small and medium-sized enterprises (SMEs) in a manner that recognizes their working environment, mode of operation and preferred learning methods. It then outlines methods currently being tested in the UK and Ireland, and indicates preliminary findings. The two methodologies are different in that the UK (LSSB - Learning Support for Small Businesses) programme is aimed at distance learning in primarily small businesses, whilst the Irish (University of Limerick and Limerick City Enterprise Board) programme is aimed at face-to-face learning primarily in micro-enterprises. Proof of Luck: an Efficient Blockchain Consensus Protocol
In the paper, we present designs for multiple blockchain consensus primitives
and a novel blockchain system, all based on the use of trusted execution
environments (TEEs), such as Intel SGX-enabled CPUs. First, we show how using
TEEs for existing proof of work schemes can make mining equitably distributed
by preventing the use of ASICs. Next, we extend the design with proof of time
and proof of ownership consensus primitives to make mining energy- and
time-efficient. Further improving on these designs, we present a blockchain
using a proof of luck consensus protocol. Our proof of luck blockchain uses a
TEE platform's random number generation to choose a consensus leader, which
offers low-latency transaction validation, deterministic confirmation time,
negligible energy consumption, and equitably distributed mining. Lastly, we
discuss a potential protection against up to a constant number of compromised

The perioperative immune response
PURPOSE OF REVIEW
A host of immune modulators are now available in clinical practice. The perioperative period is characterized by profound alterations in host immunity, which can result in poor outcomes, which include infection, cancer recurrence and organ failure. Manipulation of the perioperative immune response has the potential to improve outcomes. A complete understanding of the mechanisms and clinical consequences of altered immune function in this setting is therefore imperative.
RECENT FINDINGS
Recent in-vivo data have emerged which further our understanding of the interaction between tissue damage, immune modulation and clinical outcomes by utilizing novel laboratory techniques capable of monitoring single-cell immune signatures. Traditional gene expression assays have continued to demonstrate their utility and have been instrumental in defining the host response to perioperative allogeneic blood transfusion. These mechanistic studies are complemented by large clinical studies describing associations between anaesthetic modalities and immune-related outcomes.
SUMMARY
Laboratory techniques are now available that can monitor the perioperative immune response and could be further developed to introduce personalized care pathways. Consideration must also be given to anaesthesia techniques and perioperative treatments that, although not immediately harmful, may be associated with poor outcomes temporally distant from the treatment, secondary to induced immunosuppression
Volcano remote sensing with ground-based spectroscopy
The chemical compositions and emission rates of volcanic gases carry important information about underground magmatic and hydrothermal conditions, with application in eruption forecasting. Volcanic plumes are also studied because of their impacts upon the atmosphere, climate and human health. Remote sensing techniques are being increasingly used in this field because they provide real-time data and can be applied at safe distances from the target, even throughout violent eruptive episodes. However, notwithstanding the many scientific insights into volcanic behaviour already achieved with these approaches, technological limitations have placed firm restrictions upon the utility of the acquired data. For instance, volcanic SO2 emission rate measurements are typically inaccurate (errors can be greater than 100%) and have poor time resolution (ca once per week). Volcanic gas geochemistry is currently being revolutionized by the recent implementation of a new generation of remote sensing tools, which are overcoming the above limitations and are providing degassing data of unprecedented quality. In this article, I review this field at this exciting point of transition, covering the techniques used and the insights thereby obtained, and I speculate upon the breakthroughs that are now tantalizingly close
Observation of HCN hyperfine line anomalies towards low- and high-mass star-forming cores
HCN is becoming a popular choice of molecule for studying star formation in
both low- and high-mass regions and for other astrophysical sources from comets
to high-redshift galaxies. However, a major and often overlooked difficulty
with HCN is that it can exhibit non-local thermodynamic equilibrium (non-LTE)
behaviour in its hyperfine line structure. Individual hyperfine lines can be
strongly boosted or suppressed. In low-mass star-forming cloud observations,
this could possibly lead to large errors in the calculation of opacity and
excitation temperature, while in massive star-forming clouds, where the
hyperfine lines are blended due to turbulent broadening, errors will arise in
infall measurements that are based on the separation of the peaks in a
self-absorbed profile. The underlying line shape cannot be known for certain if
hyperfine anomalies are present. We present a first observational investigation
of these anomalies across a range of conditions and transitions by carrying out
a survey of low-mass starless cores (in Taurus & Ophiuchus) and high-mass
protostellar objects (in the G333 giant molecular cloud) using hydrogen cyanide
(HCN) J=1-0 and J=3-2 emission lines. We quantify the degree of anomaly in
these two rotational levels by considering ratios of individual hyperfine lines
compared to LTE values. We find that all the cores observed show some degree of
anomaly while many of the lines are severely anomalous. We conclude that HCN
hyperfine anomalies are common in both lines in both low-mass and high-mass
protostellar objects, and we discuss the differing hypotheses for the
generation of the anomalies. In light of the results, we favour a line overlap
effect for the origins of the anomalies. We discuss the implications for the
use of HCN as a dynamical tracer and suggest in particular that the J=1-0,
F=0-1 hyperfine line should be avoided in quantitative calculations.Comment: 17 pages, 8 figure
Optimizing the performance of thermionic devices using energy filtering
Conventional thermionic power generators and refrigerators utilize a barrier
in the direction of transport to selectively transmit high-energy electrons.
Here we show that the energy spectrum of electrons transmitted in this way is
not optimal, and we derive the ideal energy spectrum for operation in the
maximum power regime. By using suitable energy filters, such as resonances in
quantum dots, the power of thermionic devices can, in principle, be improved by

A critical reflection on the use of focus groups as a research method: lessons from trying to hear the voices of NGO beneficiaries in Ghana
The focus group method has been used extensively in social science research in order to gain a deep understanding of participant perceptions of specific topics of interest. However, the method has rarely been used in the social accounting and accountability literature. This paper reviews and critically reflects on the key characteristics of the method drawing on a research project examining NGO (non-governmental organisation) beneficiary perspectives on the accountability processes employed by NGOs in Ghana. It offers insights and future research suggestions that might encourage greater use of the method by social accounting and accountability researchers
Expanding educational access in Eastern Turkey: A new initiative

the selection and learning systems adopted within the framework of gender equity, family background
and higher order skills. Performance data on a range of selection measures and the initial programme are
analysed. Results show that selection was successful in choosing high achievers and establishing
equitable occupational and gender access. Girls out-performed boys in skills-based selection measures,
showed greater relative gains in language learning, and evinced better higher order skills, reversing the
trend in state examinations
